As others have pointed out this is not true. The FCC makes a distinction between different types of radios (part 90, 95, 97 etc) and certifies radios for use only on specific bands. This is why it is not legal to use the vast majority* of ham radios on either the CB or FRS/GMRS frequencies...
The FRS/GMRS frequencies are 462.5625-467.7250MHz.

I live in the East Bay near Walnut Creek, and coincidentally I work out of San Mateo once a week. There are quite a few good trails in the Sierra Nevadas off of highways 4 and 88. If you let me know what level of difficulty you are looking for I can provide some recommendations.
In my opinion the best option is to take a 2 day Wilderness First Aid class and then purchase the items that you learn to use in that class. But, I know that is a pretty big time commitment.
