Yes, you absolutely do need permits. State and Suffolk County parks both require Fishing Permits for their respective 4x4 access beaches. These are NOT Camping beaches, they are for fishing only with a camping clause for overnight fishing. You can camp, but you have to fish.

Well good that Big Shell in Texas you can get in for just the admission (under $10 for the vehicle if I remember). If you go in after the Ranger hours it is of no charge.
