In that case, I probably would upgrade the torsion bars.
I haven't decided to put a steel bumper on mine yet. I'm thinking of having a winch plate made that sits inside the oem bumper.
Just do a PML (poor mans lift), and add some shackles to the rear. I've been running that for a few years, and have been exceptionally happy with it. The only reason I'm upgrading my leaf springs is due to the trailer and rooftop tent I've not got up top.
I don't know that I'd trust the stock rack of a 4runner with the weight of a tent. I made my own crossbars out of 1 5/8 superstrut, and bolted it to the rack of my Xterra, but the oem xterra rack is MUCH beefier than a 4runners.
If you could find some heavy duty crossbars though, that might work.

The only issue I could see with the yakima/thule style boxes you're referring to would be the thickness of the plastic. Stuff bounces around, and thinner plastic won't take the abuse that comes with things beating into it all day.
