Bald Mountain (E of Fresno), South Cow Mountain BLM area (near Ukiah/Clear Lake), Lakes Basin/Sierra Buttes area (N of Truckee), Hungry Valley SVRA/Miller Jeep Trail (Grapevine area). All of these can be done in a weekend from the Bay Area in less driving time than getting to Bishop.

That is pretty light rust for a 20 year old rig. Since it looks like these area's are hidden under the bezels, I would suggest fixing it yourself. I doubt that the rust has eaten completely through the metal. A body shop will want several hundred dollars to repair those area's.

I highly recommend the hike from the top of Carson Pass to Winnemucca Lk once the snow melts. There is an awesome field of wildflowers that has to be seen to be believed. I just checked the snow depth and it will be a while though! There are 130"s of snow at Carson Pass today!!!
It looks stock to me. The limiting factor for tire size comes when you turn the wheel about 35% and the shoulder of the tread is closest to the fender well. If you hit a bump while turned, a larger tire will rub in that position. As long as you have about 3/4" clearance you should be fine but...

You can run some of the easier trails at Hollister in stock form but skid plates and rock sliders should be your first modifications. Stock skid plates are not very stout, so consider aftermarket steel or aluminum skids for more protection.
Also, be prepared for some 'pinstripes' to be applied...
