Its probably his work truck, and when he has to pickup larger flat material from the hardware stores it is more convenient for him to keep smaller stuff in the rack, instead of having to shift everything around (tool box, cooler, etc.). Or it is his family car camping rig, and he/she likes having the extra rack for additional gear. As a trend, I am starting to see more over-bed style racks around here as well (like the one pictured).

Someone please explain why you would need a basket mounted over the unused bed of your pickup.

I'm pretty sure that is the new Weber bbq bed insert. You fill the bed with mesquite and briquettes and throw your animal in the rack for those long trips. Much like the cook boxes on your engine block. Makes me hungry for a grand canyon pulled pork sandwich .

I would think easier organization. Having a two-tier system would allow to stack items without having to remove extra equipment. Could also use the cross bars to mount bikes and not lose the bed level storage.

I would think it's the same reasoning on why some people put drawers and shelves in the rear of their SUV's.
