I do carry bolt cutters, but I’ve found bypassing or picking the lock are skills that if necessary, will let you go where you need to in an emergency. Remember, only pick locks you have permission, or it’s an emergency.

I carry one for emergencies only. Wildfires are real risk and if I were to ever need to evacuate, and I can’t go out the way I came in, the last thing to stop me is locked/chained gate.
