If you spray paint over the scratches why not just spray paint it in the first place. Also spray paint isn't as durable as powder coat so your just creating a weak link in your chain. If you fix your powder coating with powder coat you'd need a dedicated oven large enough to fit the part...

linex would be repairable whereas powder coat is durable but basically has to be fixed professionally

Just got a Hyper Tough inflator from walmart, it was like $20 and is rated @950 ci/m. Haven't tried it out yet but if it works well I'll be sure to let you know :)

If you don't hate plasti dip you could use plasti dip clear. It leaves a matte finish but is transparent so your factory paint color shows through.
