You are correct, and Puerto Rico has been moved to be under North America. It can be debated that it belongs under US - Southeast, but for now, we'll leave it here.

No, it does not. The back is padded and smooth. It does have a small handle near the top. I used a small carabiner through that to keep it in my 4Runner's attic. BROG has a video showing more details on their web site.
