I think out of state, province plates will find resistance no matter the state policy. There are many people who are truly frightened and will be defensive when you show up..... for the rest of the year at least.
Saying you have a fat wallet might get them out right mad as they figure you are saying your money counts more than their health. Right or wrong, reality is your best bet is touring close to home this year.
And the smaller the community, the more vocal they are likely to be.
I don’t think you were asking about Canada. Moab, Sedona and the Grand Canton are open. National parks are opening up. I think all the usual spots will be open by mid-June. Small businesses in tourist towns will be happy to see you. If you can wait till July, you should be able to go about anywhere.
