Older roof rack new Problem......Ideas?

Old picture-new problem.

If you look at my roof rack you will notice that it has an upper bar that forms like a basket or rail above the rack. This was fine when putting things on the roof but now prevents me from installing my roof top tent #RTT. I either need to cut the top rail off to give me a flat mounting point or add a pair of bars that sit on top. But how would I do that without having to weld them in place. Or ideas for 3” risers for under the RTT.

Ideas please.

Risers sounds like a good idea if you can make it flush with the top of the rim of the basket rack. So then the RTT would be supported by both the risers and basket. Is the bottom of the rack strong enough?

Rack was rated to 700# static and 350# dynamic
