They should, at a minimum, allow case-by-case review. My Jeep is 30 years old and the shitty ECM that was used at the time was only used for about 1-1/2 years. There are no replacements to be found (been searching two years) and mine is not repairable. So far the only CARB legal "turn key" swap...
