There was a very clever idea a while ago, guy used a 1/2" plywood table suspended from his rack. 4 straps hanging off the side with adjustable locks. I think he had levels X & Y to set it up. The whole thing rested on the fender guard.

Check out Lido Mounts… very good products. We have several in both the 4Runner and the Bronco.
We have both the LM-200 and the LM-300 mounts. I prefer the LM300 over the 200 because the 200 is a steel flexible tube and the 300 is made from several solid tubes.
