Soldier pass trail closure

Headed up to Sedona yesterday to let my wife get some trail experience and found the Soldier Pass trail closed unless you have a permit. From what I've heard this is the work of the Jeep tour companies who now have exclusive access. Anyone know if there is any truth to that?

From what I had read on it it was the home owners in the area. A few got ugly with us up there last year.
