Insurance like this covers evacuation costs? These are add ons to existing health insurance plans?

This appears to be a stand alone "membership" in a reimbursement mechanism. It is NOT attached to any other insurance plan, AND only pays after any other potential SAR coverage has been paid. It also requires the possession and use of an approved product like a SPOT device. And it is sold/administered by Garmin.

It is inexpensive, and if you already have a Spot type device it may be something worthwhile.......but it has conditions that you should read first and understand.
