Seems sensible. Grew up with this in mind, never thought large fires were reasonable. If they get to big, you cook on 1 side, while freezing on the other side. Doing the...rotisserie... was not cool (pun intended). A shovel and some water should always be in reach. Here in Nevada, these are mandatory during fire season, although complete open fire restrictions are becoming more widespread. These last few years have everyone spooked about wildfires.

EDIT:
Just went on the State website. 2019 requires a axe/hatchet, a shovel, and at least 1 gallon of water nearby and accessible. Also depending on conditions, only a liquid (propane), or jellied fuel (Sterno) is allowed for stoves. Open or prepared camp grills have more restricted use requirements.

In Kali you have to get an annual fire permit (it's free, at least for now). Getting the permit requires going through an online video and taking an online quiz. All to teach you the same sort of thing BC is requiring in that image.
