I live in Walla Walla and would be happy to give you some ideas. I think a nice gravel road to drive is to follow Kendall skyline from near Dayton to Tollgate. It will take you past Table Rock lookout and lots of dispersed / free FS campgrounds.

I would certainly put Steens Mountain and the Alvord Desert in the route if you are driving HW20. There are lots of great dirt roads to explore in that area.

Most of the Backcountry Discovery Routes are covered in snow. However, there are lots of gravel roads to explore near Hells Canyon. You might have a bit of snow at times to spice up the trip (see photo), but typically less than 4 in at the deepest. Great place to explore this time of year...
